PROBLEM TO BE SOLVED: To shorten the time required for a meter-reading job of an electric power meter by using a smart meter for the electric power meter, and to control power in every user in real time so as to exclude the wasteful use of consumer electrical appliances, in particular, of air conditioners.SOLUTION: A preset lower limit temperature of an air conditioner 2 is inputted to a central server 6 of a power supplier P via a smart meter 1, a use temperature of the air conditioner 2 being actually used by a user U is determined by comparison means 13 via the smart meter 1 and when it is determined that the use temperature is lower than the preset temperature, the preset temperature of the air conditioner 2 is forcibly elevated from the central server 6 via the smart meter 1. The use temperature of the air conditioner 2 in the user U during a fixed period of time is compared with preset lower limit temperature information inputted from the user U to the central server 6 and when the use temperature is not lower than the preset temperature, the central server 6 determines that electricity charges of electricity use are discounted.
