PROBLEM TO BE SOLVED: To provide a master device that shortens the start-up time of a motor in order to control the motor, and that can reduce cost necessary for implementing countermeasures against noise received during serial communication and constraint of the length of cable used in serial communication.SOLUTION: A first communication speed setting unit 9d-1 sets, to first communication speed, the communication speed of data transmitted and received between a converter control device 9 and inverter control devices 8-1 to 8-k until the completion of preparation for driving motors 5-1 to 5-k from starting the converter control device 9. A second communication speed setting unit 9d-2 sets, to second communication speed slower than the first communication speed, the communication speed of data transmitted and received between the converter control device 9 and the inverter control devices 8-1 to 8-k at the completion of preparation for driving the motors 5-1 to 5-k.
