PROBLEM TO BE SOLVED: To provide a white conductive powder in which dispersibility to resin is favorable, and in-plane fluctuation of a value of resistance when made a conductive film can be suppressed to be small.SOLUTION: A conductive powder includes a coating layer of tin oxide on a surface of a titanium oxide particle, in which a mass ratio of the tin oxide to the titanium oxide is 0.5-1.2, and a moisture percentage content in the tin oxide is 2.0 mass% or more and 4.6 mass% or less, and is produced by executing: a heat treatment process in which a precursor powder in which tin hydroxide is coated to a surface of a titanium oxide particle is heated under an inert atmosphere, thereby a tin oxide coating layer having conductivity is formed on a surface of the titanium oxide particle; and a humidification process in which after the heat treatment process, the tin oxide coating layer is maintained in a humidification atmosphere to include moisture.
