PPROBLEM TO BE SOLVED: To provide a membrane electrode assembly for a stationary or portable fuel cell suppressing peeling off of a gas diffusion layer to the operation stop of the fuel cell or variation of environment of the membrane electrode assembly such storage environment and enhancing durability. PSOLUTION: A gas diffusion layer on a cathode side contains a hydroxyl group-containing fluorine polymer having the following structural unit.
