PROBLEM TO BE SOLVED: To realize unification of points to be monitored.;SOLUTION: A data reception unit 5 in a monitoring device 10 sequentially receives data provided with serial numbers. A loss determination unit 7 compares the extracted receipt time with a receipt time of previous data, calculates a reception interval, determines the occurrence of a loss when the reception interval is larger than or equal to a specified threshold value, and calculates the number of losses based on the reception interval and a transmission interval. In addition, a serial number extraction unit 8 analyzes the data received by the data reception unit 5 and extracts the serial number from the data. A failure section identifying unit 9 calculates the number of losses in a first section based on the serial number extracted by the serial number extraction unit 8 and serial number of the previous data, and calculates the number of losses in a second section based on the number of losses calculated by the loss determination unit 7 and the number of the losses in the first section.
