PROBLEM TO BE SOLVED: To provide a system for specifying means of transportation capable of specifying means of transportation which a user is currently boarding with a small power consumption on the basis of information generally disclosed by an enterprise.;SOLUTION: Position information acquisition means 83 acquires user position information indicating the position of a user when receiving a state mode indicating that means of transportation has departed from a mode estimation system for detecting the moving state of the user, and for transmitting a state mode indicating the moving state and a state mode estimation time as a time when the state mode has been estimated. Departure place specification means 84 specifies a departure place where the user may exist by comparing departure place position information with the user position information.
