PROBLEM TO BE SOLVED: To cancel a limitation in the number of VNIs which are available when performing conversion of VLAN and VXLAN.SOLUTION: A management server 10 allocates a VNI identifying a tenant which uses a virtual machine working within a multi-tenant system among tenants included in the multi-tenant system 1. The management server 10 performs following processing for each VTEP on virtual machines working on LANs 2, 4, 6 among the tenants included in the multi-tenant system 1. Specifically, the management server 10 allocates VLAN numbers identifying the tenant which use virtual machines working within the multi-tenant system 1, for each of the LANs 2, 4, 6. The management server 10 also generates, for each VTEP, conversion information in which the VNI and the VLAN number allocated to each virtual machine are made correspondent. The management server 10 then sets the VTEPs so as to encapsulate packets in accordance with the generated conversion information.
