PROBLEM TO BE SOLVED: To acquire an index for properly evaluating a driving operation of a trainee.SOLUTION: A driving training evaluation device includes: a storage part for storing reference data indicating a start time for each of multiple driving operations executed in a power plant and transition over time of a process amount of the power plant which varies by a driving operation; a training result calculation part for acquiring a start time in a simulation training of a driving operation and a process amount in the simulation operation as results of the simulation training and calculating training results indicating the start time and a transition over time of the process amount in the simulation training; and an evaluation part for calculating a separation between the reference data and data of the training results for each of multiple conditions in which reference times of the reference data and the training results data are made coincident with each other or deviated from each other by a prescribed time, and outputs a temporal deviation and a process amount deviation between the reference data and the training result data at the time of parallel displacement in which the separation becomes the smallest as evaluation index of the driving operation in the simulation training.
