PROBLEM TO BE SOLVED: To provide a method for manufacturing a member for a steam turbine plant capable of presenting oxidation resistance even in high-temperature environment, and to provide a member for a steam turbine plant, a governing vale and a steam turbine.SOLUTION: A member for a steam turbine plant includes: a metal member made of a first metal material and having heat resistance; and a diffusing layer which is formed from a surface of the metal member to the inside of the metal member and where a second metal material different from the first metal material is diffused. The member for the steam turbine plant also includes a porous piled layer where the second metal material deposits on the surface of the metal member where the diffusing layer is formed. Moreover, the member for the steam turbine plant includes an oxide film formed on the surface of the piled layer and comprising an oxide of the second metal material.
