PROBLEM TO BE SOLVED: To provide a production method of fine carbon that easily and efficiently produces fine carbon (also called nano graphene) as an additive to a composite material that combines electrical insulation properties and thermal conductivity; the fine carbon produced by the production method; and a composite material obtained by adding the fine carbon to a base material.SOLUTION: A production method of fine carbon that produces the fine carbon comprises as follows. A metal substrate as a catalyst arranged in a reaction vessel in which an inside is kept under a reduction atmosphere is heated and a carbon inclusion (compound) gas is supplied into the reaction vessel, thereby a carbon fiber is generated on the metal substrate and is scraped, the linear carbon fiber that is formed by overlapping graphene sheets in multilayer in a longer direction and in which a diameter is 1-470 nm and a length is at most 10 m is performed by oxidation treatment, thereby to produce the fine carbon in which the graphene having an oxygen inclusion chemical modification group is laminated by 1 layer-100 layers.
