PROBLEM TO BE SOLVED: To reduce a measurement load of propagation environment quality at a mobile terminal, in a mobile communication system that collects the propagation environment quality from the mobile terminal.;SOLUTION: The communication system includes: a network monitoring device 80, accommodating the mobile terminal via a radio communication network, for monitoring the communication quality of the overall area; and a terminal information collection device 100 that suppresses the measurement of the propagation environment quality, performed by the mobile terminal in an area, according to the communication quality of the overall area. With such a configuration, the measurement load at the mobile terminal can be changed according to the communication quality of the overall area.
