PROBLEM TO BE SOLVED: To provide a power generation plan formation system and its method capable of forming an optimum power generation plan using power quality as a parameter in a small-scale power grid.SOLUTION: A power generation plan formation system 10 comprises: a condition setting unit 11 for setting a time zone of a power generation plan; a power quality condition setting unit 12 for setting a power quality condition by determining a condition for frequency fluctuation and voltage fluctuation; a power generation plan calculation unit 14 for determining an operation cost by using the set time zone of the power generation plan and power quality; an outage rate calculation unit 15 for calculating an outage rate per outage time; a risk calculation unit 16 for calculating an outage risk by using a predetermined computation expression from the outage rate calculated by the outage rate calculation unit 15; and a total cost integration unit 17 for integrating a total cost for each power quality by summing up the outage risk calculated by the risk calculation unit 16 and the operation cost calculated by the power generation plan calculation unit 14.
