PROBLEM TO BE SOLVED: To provide an antirust effect pre-evaluation method capable of predicting the anti-rust element density distribution by applying Fick's diffusion difference equation to a neutralized concrete and capable of pre-evaluating whether anti-corrosion atmosphere is formed at reinforcement position of the neutralized concrete by the anti-rust element.SOLUTION: A short term anti-rust element permeation check test (S3) is made on a neutralized concrete using a core sampled from a concrete structure to be processed. An anti-rust element density short term distribution model in the neutralized concrete is created at a point when a predetermined short term permeate period has elapsed from a point when anti-rust agent is applied to the surface of the neutralized concrete on the basis of the measurement result of the test (S4 (S41-S45)). The anti-rust element density distribution is predicted in the neutralized concrete at any future time by calculating the value of the Fick's diffusion difference equation by using the anti-rust element density short term distribution model as the initial condition (S5).
