PROBLEM TO BE SOLVED: To provide a device, a method, and a program easily introducing energy consumption per unit in daily energy management without any need of an introduction of a large-scale system or knowledge of a specialist and effectively diagnosing an operational status of apparatuses and equipment.;SOLUTION: An operational status diagnosis device 1 receives a production volume and energy consumption corresponding thereto of an apparatus and equipment 100 subject to a diagnosis, from a sensor 101. The received measured values are discrete data, so that a basic unit function is determined based thereon and a derivative is calculated.
