PROBLEM TO BE SOLVED: To provide a low delay image coding apparatus in which compression efficiency is improved while suppressing increase of a delay time without adding a bulk memory to a low delay image coding apparatus using only intra-prediction, and a predictive image control method thereof.;SOLUTION: A low delay image coding apparatus comprises: a read controller which alternately reads out image data of one macro block of Odd MB Line and Even MB Line by controlling a line memory; and a predictive image selector which selects intra-prediction when image data inputted from the line memory indicate Odd MB Line, compares an intra-prediction cost value with inter-prediction cost value in the case of image data of Even MB Line, and selects intra-prediction when the intra-prediction cost value is less than the inter-prediction cost value.;COPYRIGHT: (C)2014,JPO&INPIT
