PROBLEM TO BE SOLVED: To prevent coupons from being unnecessarily issued.;SOLUTION: In a coupon issuing system 100, a request terminal 110 determines a commodity desired by a user in accordance with his or her operation input, and transmits user identification information 270b for identifying the user and commodity identification information 270c for identifying the commodity desired by the user, to a coupon generation server 120. The coupon generation server 120 generates benefit information 270e on the basis of the commodity identification information 270c received from the request terminal and stores the user identification information 270b, the commodity identification information 270c, and the benefit information in association with each other, and transmits commodity identification information and benefit information stored in association with user identification information received from an issuing terminal 130, to the issuing terminal.
