PROBLEM TO BE SOLVED: To improve convenience by reducing a load on a user by complementing or correcting a dial number on a network side when a user has a wrong dial number.SOLUTION: A number having a possibility to be erroneously input as an international call identification number and a correct number corresponding to the wrong number are associated and stored in a storage unit 11. When multiple beginning digits of a dial number input from a telephone terminal is coincident with a number stored in the storage unit 11, a number replacement unit 12 replaces an input dial number with a correct number. Consequently, when erroneous dialing is determined in the origination of a roaming-in user, a dial number is replaced with a correct dial number so as to enable call connection to be continued.
