PROBLEM TO BE SOLVED: To check contents of an application layer (IDS or IPS) even if a segment is divided by incurring fragmentation in a lower layer in a protocol stack.;SOLUTION: A PDU divided in a lower layer is buffered and dispatched to an application layer after adding a sequence number ordering segments thereto.
