PROBLEM TO BE SOLVED: To provide a co-creation support device, a co-creation support method and a program which can select a candidate of a co-operation activity by considering whether the candidate is effective at a place of the co-operation activity.;SOLUTION: A similarity degree calculation unit 16 and an unexpected degree calculation unit 17 calculate a similarity degree and an unexpected degree of a combination of each target user based on user characteristics stored in a user characteristic storage unit 15.
