PROBLEM TO BE SOLVED: To provide a monitoring apparatus capable of being miniaturized and produced at low cost, and a DVOR system and a DVOR apparatus monitoring method using the monitoring apparatus.;SOLUTION: DVOR apparatus 10, in which the switching sequence of DVOR transmitters 11, 12 is set beforehand, transmits a transfer signal with the switching of the transmitters 11, 12 and transmits a shutdown signal with the stopping of DVOR signal. The monitoring apparatus 20 receives the DVOR signal from the DVOR apparatus 10 and monitors whether there is an abnormality in this signal. The monitoring apparatus 20, when there is an abnormality in the receiving signal, discrimination displays the cause of the abnormality occurrence and stores the result of the discrimination display by receiving the transfer signal and the shutdown signal from the DVOR apparatus 10.
