PROBLEM TO BE SOLVED: To provide a charging management device or the like capable of surely collecting contents utilization fees in a cellular phone in a short time.;SOLUTION: Credit card information specified by a cellular phone user and a password determined by the user are registered in a database corresponding to a terminal ID for uniquely specifying the respective cellular phones, that is attached to the cellular phone. The terminal ID of the cellular phone is received from the cellular phone, a the registration request of content utilization is received. The charging management device includes: first password reception means for authenticating the terminal ID received by utilization request reception means by referring to the database, and when the authentication is possible, receiving the password from the cellular phone; password authentication means for authenticating the password received by the first password reception means by referring to the database; and registration notification means for notifying the device of the content provider of a registration request destination of a registration notification when the authentication is made possible by the password authentication means.;COPYRIGHT: (C)2012,JPO&INPIT
