PROBLEM TO BE SOLVED: To provide a ceramic heater that simultaneously achieves suppression of migration and improvement of adhesion strength of terminal electrodes, to provide a gas sensor element that uses the ceramic heater as a heat source and comprises a sensor part for detecting electric characteristics that are subject to change depending on the concentration of a particular component in a gas to be measured, and to provide a method for manufacturing the ceramic heater and the gas sensor element.;SOLUTION: A ceramic heater 1 comprises a heating element 10 that generates heat by energization, a pair of heating element lead parts 100, 101, and a pair of terminal electrodes 102, 103, which are disposed inside insulators (11 to 15) mainly composed of a heat-resistant ceramic. At least among the insulators (11 to 15), insulator layers 11, 12, 13 containing the main component at high content having the heat-resistant ceramic of relatively high content are arranged at a portion in direct contact with the heating element 10.
