PROBLEM TO BE SOLVED: To evaluate a result of energy saving under the consideration of difficulty of execution of energy saving.;SOLUTION: An energy saving difficulty setting part 110 displays an energy saving difficulty setting screen, and calculates the total degree of influence on the basis of a plurality of the individual degree of influence input to the energy saving difficulty setting screen, and calculates energy saving difficulty on the basis of the calculated total degree of influence. An energy saving target setting part 120 displays an energy saving target setting screen including information of an energy saving target value of another area in which the energy saving difficulty is the same, and stores the energy saving target value of an object area input to the energy saving target setting screen. An energy saving achievement registration part 130 stores an energy saving actual value showing a result of energy saving. An energy saving evaluation part 140 calculates an energy saving evaluation value on the basis of the energy saving actual value, energy saving target value and energy saving difficulty, and outputs the calculated energy saving evaluation value.;COPYRIGHT: (C)2014,JPO&INPIT
