PROBLEM TO BE SOLVED: To provide a vegetation map creation device and a vegetation map creation program for creating a vegetation map useful for a tree kind segment investigation of a forest, etc. using only aerial laser surveying data, without using an orthophoto image.SOLUTION: In a vegetation map creation device, an input section 11 takes in DEM data 21, DSM data 22 and reflection intensity data 23. A DHM data creation section 12 and an on-ground opening calculation section 13 create DHM data 24 and DHM on-ground opening data 25. A reflection intensity graduated coloring section 14, a tree height graduated coloring section 15, and an on-ground opening graduated coloring section 16 create reflection intensity image data 31, tree height image data 32, and tree crown solid image data 33 using a reflection intensity color table 26, a tree height color table 27, and an on-ground opening color table 28, respectively. A map composition section 17 creates an image from each image data and displays a composite vegetation map 34 on a terminal 19.
