PROBLEM TO BE SOLVED: To provide a sheet feeder capable of suppressing a damage of a jammed paper even when the paper is forcibly pulled out, and to provide an image forming apparatus including the same.;SOLUTION: The sheet feeder 3 includes a stopper piece 532, a component which is rotatably supported around a first rotation fulcrum by a support body 531 on a sheet feeding path, which changes positions among: a regulating position, which an abutting front end part 538 comes in contact with a front end SU in a sheet feeding direction of a sheet S, for regulating a position of the front end SU in the sheet feeding direction before sheet feeding operation which a sheet feeding mechanism 32 feeds the sheet S; a sheet feeding permissible position which the abutting front end 538 separates from the front end SU in the sheet feeding direction toward a first direction F which the sheet S is fed in the sheet feeding operation; and a rotation position for rotating from the sheet feeding permissible position around the first rotation fulcrum so that the abutting front end 538 faces to a second direction which is opposite to the first direction.
