PROBLEM TO BE SOLVED: To provide an instrument reading device for automatically reading a numerical value indicated on an instrument which has any configuration.;SOLUTION: The instrument reading device (100) includes an imaging means (10) for imaging an instrument (1000), and image processing means (20, 30)for processing the images picked up by the imaging means and detecting a numerical value indicated by the instrument. The image processing means includes a binarization means (220) for converting the image picked up into a binary image; a closed region extraction means (230) for extracting white or black closed regions from within the binary image; a numerical value candidate region selecting means (240) for selecting a closed region matching requirements regarding a predetermined shape and alignment from among the closed regions extracted; an alignment angle determination means (250) for determining the alignment angle of the numerical value candidate regions selected; and an indicated numerical value identification means (340) for identifying numerical values within the numerical value candidate regions.
