PROBLEM TO BE SOLVED: To allow preparation of a packing plan to be performed without the need of registration of the packing plan of all finished products and components in advance by utilizing actual packing achievement of the same article or similar articles having slave components coinciding with one another.;SOLUTION: A packing plan preparation section 12 refers to actual shipment achievement information stored by a storage section 13 when an input section 11 accepts input of shipment items, prepares a packing plan for each of the shipment items by using the actual shipment achievement information of the same item if it is present, determines whether or not the actual shipment achievement information of similar items having slave components coinciding with one another is present if it is absent, prepares the packing plan by using the actual shipment achievement information of the similar items if it is present and prepares the packing plan according to a manual if it is absent. An output section 14 outputs packing plan information indicating the packing plan prepared by the packing plan preparation section 12. The packing plan preparation section 12 generates the actual shipment achievement information from the packing plan information and causes the storage section 13 to store the actual shipment achievement information.
