PROBLEM TO BE SOLVED: To provide an ice-blasting method and an ice-blasting apparatus with high removal efficiency of wastes by using plate-like flake ice chips for the blast.;SOLUTION: In an ice-blasting method for removing wastes by ejecting ice chips (1) forward of a nozzle with a high-speed air flow caused by suction and/or blow from the nozzle generating the suction force, the ice chips (1) are plate-like flakes. An ice-blasting device includes an ice-making machine, the nozzle which sucks ice chips obtained from the ice-making machine and ejects them from its fore end part, and a pipe for connecting the ice-making machine to the nozzle. The ice-making machine includes a liquid water supply unit, a rotary cooling drum with a part thereof being immersed in liquid water, a scraper for scraping plate-like ice formed by the rotary cooling drum, and an ice chip storage part for connecting the flake-like ice chips scraped by the scraper to the pipe.
