PROBLEM TO BE SOLVED: To suppress protrusion of a load on each server in a system and reduce electrical energy of the whole system.SOLUTION: A server management device 300 is connected to a plurality of servers 1-6 through a network 400. When it is determined that a use rate of resources on any of the servers 1-6 exceeds an upper limit threshold, the server management device 300 transmits a transition instruction to perform transition of a logical server in an idle state on the exceeding server among the servers 1-6 to another server among the servers 1-6. When the use rate of the resources becomes lower than a lower limit threshold, the server management device 300 transmits a transition instruction to perform transition of logical servers in an operating state and an idle state on a lower physical server to another server among the servers 1-6, and transmits a power state change instruction to instruct turning off the power of the lower server among the servers 1-6.
