PROBLEM TO BE SOLVED: To provide a neighborhood generation device, neighborhood generation method, and program for highly accurately generating a neighborhood area that is defined for each mobile body and has a continuous distribution, even in a place with a complicated spatial structure.SOLUTION: A neighborhood generation device includes a position acquisition unit, a mobile body data generation unit; an obstacle data acquisition unit, and a neighborhood information generation unit. The position acquisition unit acquires position information indicating the position of a mobile body. The mobile body data generation unit generates mobile body data indicating a condition related to a potential movement range of a mobile body on the basis of the position information. The obstacle data acquisition unit acquires obstacle data indicating a condition on the basis of a place to which a mobile body cannot be moved. The neighborhood information generation unit generates neighborhood information indicating the potential movement range of a mobile body in the neighborhood of the mobile body, that satisfies a condition indicated by the mobile body data and the obstacle data.
