PPROBLEM TO BE SOLVED: To provide a highly active oxidation-reduction catalyst formed by containing a metal-NSB4/SBstructure of which a structure is highly controlled, and thermally treating a porus coordinated polymer metal complex with a high specific surface area before or after carried by a conductive carrier, especially a catalyst for a fuel cell exhibiting excellent power generation characteristics in the fuel cell, or a polymer coated catalyst for a fuel cell formed by coating the catalyst for the fuel cell with ion conductive polymer, to provide a membrane electrode assembly, and to provide the fuel cell. PSOLUTION: The catalyst for a fuel cell contains a ligand containing two or more chemical structures selected from -NHSB2/SB, =NH, =N- in a molecule and having a planar structure, and a metal-NSB4/SBstructure formed of metal highly controlled in structure. The catalyst for the fuel cell is formed by carrying the coordinated polymer metal complex, which has a high specific surface area because it is porus and thermally treated, on a conductive carrier after the coordinated polymer metal complex is thermally treated, or is formed by carrying the coordinated polymer metal complex on the conductive carrier and thermally treating.
