PROBLEM TO BE SOLVED: To provide a visibility evaluation system, a visibility evaluation method, and a visibility evaluation program, when evaluating the visibility of a viewing object, capable of highly efficiently evaluating the visibility, improving evaluation accuracy and, when models, or evaluation objects, are different, facilitating a comparison between the models.;SOLUTION: In a case of evaluating the visibility of an object 212, a sufficient sight line arrival amount as a reference value to be sufficiently visually recognized is predetermined according to a visual recognition purpose, and a sight line evaluation value can be calculated based on the dimension of the cumulative sight line arrival amount with respect to the sufficient sight line arrival amount. This visibility evaluation system can evaluate the visibility using the sight line evaluation value based on a given reference value according to the visual recognition purpose so as to, even if models, or evaluation objects, are different, compare the models by the sight line evaluation value based on the same reference value, thereby facilitating the comparison between the models.
