Evaluation of Roadway Lighting Systems Designed by STV Methods: A Review of the211 Design of Roadway Lighting by Small Target Visibility (STV) Methods

The project's objective is to evaluate the design of roadway lighting systems by211u001ethe Small Target Visibility (STV) method and determine if it is indeed practical, 211u001eworthwhile design methodology and should be adopted by the Department. This 211u001eevaluation will compare STV to current design methods and assess the potential 211u001eliability associatd with making the change. The project consists of seven tasks. 211u001eThe first is to conduct a comprehensive, international literature review to 211u001eidentify roadway lighting issues and their relationship to accident reduction 211u001epotential. The review will also include a search for risk management an tort 211u001eliability issues that relate to the subject. Tasks 2, 3, and 4 involve the 211u001edevelopment of experiments to establish a benchmark of empirical data from which 211u001eto evaluate STV and compare it with current design methods. Task 5 is the 211u001esynthesis of the first four tasks into a formal plan of experiments and the 211u001econduct of those experiments directed by the Project Director. Task 6 consists of 211u001efurther experimental work as well as detailed analysis of the impact of STV on 211u001ethe Department's lighting design program, and a recommendation of STV on the 211u001eDepartment's lighting design program, and a recommendation of STV standards 211u001elanguage and design and construction tolerances. Task 7 is a comprehensive final 211u001ereport.
