PROBLEM TO BE SOLVED: To provide a pressure-sensitive adhesive for low polar surfaces, having excellent adhesion without particularly improving the composition of the pressure-sensitive adhesive and the properties of a hard coat layer.;SOLUTION: The pressure-sensitive adhesive for low polar surfaces is obtained by curing a composition including a polymer (A) comprising 97 mass% active hydrogen-free alkyl (meth)acrylate in the monomer component, an active energy ray curable compound (B), and a photopolymerization initiator (C) with active energy rays.
