PPROBLEM TO BE SOLVED: To provide an image processor capable of speedily acquiring a finer image than before, to provide an X-ray foreign matter detector having the image processor, and to provide an image processing method. PSOLUTION: The image processor 5 has an image restoration means 52 for restoring images. The image restoration means 52 comprises a PSF generation means 522 for generating a function approximation PSF, a deconvolution means 523 for performing image restoration processing from the function approximation PSF, and an edge storage smoothing means 524 for performing edge storage smoothing processing. The edge storage smoothing means 524 has a first edge storage smoothing section 524a and a second edge storage smoothing section 524b for performing first and second edge storage smoothing processing after image restoration processing and is in a configuration for executing the first and second edge storage smoothing processing for two times each successively.
