PROBLEM TO BE SOLVED: To provide a full-reference type video quality objective evaluation apparatus capable of performing a video quality estimation even in the case where resolutions, formats and display rates of a reference video image and a deteriorated video image are different.;SOLUTION: A video quality objective evaluation apparatus includes a relative deterioration feature amount extraction section and a video quality estimation section. The relative deterioration feature amount extraction section does not directly compare pixel values of a reference video image and a deteriorated video image but extracts a difference in video deterioration amount between preceding and following frames of the inputted reference video image and the deteriorated video image. On the basis of a feature amount outputted from the relative deterioration feature amount extraction section, the video quality estimation section derives a video quality evaluation value.
