Minimizing call disconnects during serving cell changes

Manner in order to hold down call disconnection during alteration of the serving electrolysis cell to minimum is disclosed. The 1st measurement result report message which requires the alteration of active set of the user device (UE), is received from UE. Change of the best electrolysis cell is shown and the 2nd measurement result report message which requires the alteration of the serving electrolysis cell to the target electrolysis cell, is received from UE. 2nd measurement result report message is treated before 1st measurement result report message is treated completely.
