PROBLEM TO BE SOLVED: To improve working efficiency, and to reduce wear of an extruding rod to remove punched chips from a punching blade by eliminating an attachment/detachment operation of the extruding rod when a cutter mounting stand is mounted or replaced.;SOLUTION: A first extruding rod 18 is movably fitted into a plurality of through-holes 16 bored in a knife cylinder 10, and a second extruding rod 36 is movably fitted into a second through-hole 34 bored on a cutter mounting stand 12, so that the second extruding rod 36 can abut on the first extruding rod 18. An extruding lever 30 for extruding punched chips (a) is fitted to the outer end of the second extruding rod 36, and an eccentric cylinder 14 for extruding the first extruding rod 18 while extruding the punched chips (a) is provided inside the knife cylinder 10, so as to restrain a moving stroke so that the outer end 18a of the first extruding rod 18 is always prevented from projecting outward beyond a knife cylinder outer periphery 10a.
