PROBLEM TO BE SOLVED: To provide an overlay cloth laying construction method that, when a person or an animal walks on an overlay cloth laid over a carpet floor, prevents deviating of the overlay cloth and the resulting wrinkles or surface waviness and that, when the person or the animal walks on the overlay cloth laid over the carpet floor, prevents problems of defect, such as a risk of the person losing their footing and falling due to the deviating wrinkles or surface waviness, and a resulting deterioration of the appearance.;SOLUTION: In order to prevent the deviating wrinkles or surface waviness of an overlay cloth 1 placed and used on a carpet floor material 4 without problem of defect, two different types of non-woven sheets 2, 3 designated by the method are combined in an order designated by the method and are subjected to laying construction between the overlay cloth 1 and the carpet floor material 4.
