PSOLUTION: A fuel assembly transport container C including an inner fuel container C1 and an outer protective container C2 is used for housing and transporting a plurality of nuclear fuel rods FB to be used in nuclear reactors as a nuclear fuel rod packing body 10, wherein the nuclear fuel rod packing body 10 has outer surface dimensions housing the plurality of nuclear fuel rods FB according to inner dimensions of the fuel container C1, and has a plurality of wavy holding plates 32 stacked in multiple stages, and each nuclear fuel rod is caught by the upper and lower holding plates 32 in contact therewith at least at three points. The thus assembled nuclear fuel rod packing body 10 has a fuel rod distance similar to a fuel assembly, further includes upper and lower support plates 40U and 40L supporting upper and lower end plugs of the nuclear fuel rods FB with a clearance G inside the packing body, thereby packing the nuclear fuel rods in an array equivalent to the fuel assembly.
