A buffer (101) has a predetermined storage capacity, and accumulates data received from an external device. A transmitting unit (102) reads data from the buffer (101) and transmits the data to the mobile terminal. A transmission rate determining unit (104) determines the transmission rate for transmitting data from the external device to its own device, based on the free space in the buffer (101). The window size notifying unit (105) notifies the mobile terminal of a window size in accordance with the determined transmission rate.
