PROBLEM TO BE SOLVED: To calculate adjustment coefficient for obtaining determination threshold without requiring non-enciphered video stream.;SOLUTION: A characteristic value calculation unit 15B calculates temporary characteristic value Ra indicating unique characteristic in video stream from a temporary estimation result which is obtained by a frame type estimation unit 15A, the frame type estimation unit 15A estimating frame type of a target frame, using temporary adjustment coefficient for a plurality of temporary adjustment coefficient which is candidate of optimal adjustment coefficient.
