PROBLEM TO BE SOLVED: To improve the accuracy for deciding a fine weather area in the entire image data of an observed satellite image scene.;SOLUTION: A fine weather decision apparatus 100 decides a fine weather by considering a fine weather rate and a fine weather pixel ratio calculated from the estimated solar quantity of the satellite visible image data and thresholds X, Z as indices. The fine weather decision apparatus 100 includes: a fine weather rate calculating/processing function 101 of a geostationary weather satellite scene; a first step fine weather deciding/processing function 102: a fine weather rate calculating/processing function 103 of a polar orbit satellite scene; a second step fine weather deciding/processing function 104; a threshold determining/processing function 105; and a satellite data obtaining function 106. The fine weather rate calculating/processing function 101 estimates the solar quantity, and calculates the fine weather rate. The fine weather rate calculating/processing function 103 estimates the solar quantity, and calculates the fine weather rate and the fine weather pixel ratio. The threshold determining/processing function 105 determines the thresholds X, Z.
