PPROBLEM TO BE SOLVED: To provide a water-level measuring system in a sewer culvert for preventing a disaster to workmen engaging in maintenance and inspection work in a sewer culvert, caused by a large amount of rain water in torrential rain flowing into the sewer culvert laid in an urban area due to an unpredicted sudden change in the weather. PSOLUTION: A water level prediction server 7 receives water level measurement data transmitted from a water level measuring device 4 which measures the water level in the sewer culvert 5 of a manhole 2. On the basis of the water level data, the water level prediction server 7, while referencing to weather forecast, rainfall information, past rainfall in the region concerned and water level raise-data in the sewer culvert 5, predicts the amount of rise in the water level in the culvert, determines the level, and transmits the result of the determination to a site information terminal 10 carried by a person in charge on the ground.
