PURPOSE: A system and a method for merging the kinds of small traffic to offer traffic, and a traffic merging system and an auction system are provided to supply traffic for each category to a site that requires the traffic by improving the amount and quality of the traffic. CONSTITUTION: A traffic merging unit(401) merges the kinds of traffic by category. A traffic providing unit(403) provides a site with the merged kinds of traffic for the purchased categories, wherein the site is linked with a user who purchases at least one kind of category. The traffic merging unit classifies the plural sites or the pages included in the plural sites based on category.
