PPROBLEM TO BE SOLVED: To provide a video signal transmitting device that prevents a reduction in SN ratio due to compression and expansion of nonlinear conversion, while achieving constant luminance transmission satisfying constant luminance principle. PSOLUTION: The video signal transmitting device 1 includes: a luminance signal generating means 10 for generating a luminance signal by mixing color signals of linear signals; a band limiting means 11 for extracting a signal of a low frequency component from a red signal, a blue signal and a green signal; a downsampling means 12 for downsampling each of the extracted signals: a nonlinear conversion means 13A for converting the luminance signal into a nonlinear signal; a nonlinear conversion means 13B for converting each of the downsampled signals into a nonlinear signal; and a color difference signal generating means 14 for generating a color difference signal from a low band nonlinear red signal, a low band nonlinear blue signal and a low band nonlinear green signal.
