PROBLEM TO BE SOLVED: To start providing a user with a service that uses an IC card in a mobile terminal by simple operation.;SOLUTION: An installation apparatus 30 installs a mobile application 38 for providing the user with a service that uses the IC card 21 in the mobile terminal 20, in the mobile terminal 20. A member ID acquisition part 34 acquires service member ID of the user of the mobile terminal 20. A service area setting part 35 sets a service area in the IC card 21 in the mobile terminal 20 through an IC card access part 33, and a member ID writing part 36 writes the member ID in the service area.
