PPROBLEM TO BE SOLVED: To provide a 3-dimensional sound encoding device, a 3-dimensional sound decoding device, an encoding program and a decoding program, which have original sound quality and spatial impression of sound, with a suppressed required bit rate. PSOLUTION: The device includes: a means 103 for calculating a basic signal conversion factor which allocates the signal of the 3-dimensional sound system to a signal of a virtual sound system, in which the number of channels of the system is down-mixed; a means 104 for calculating a basic signal corresponding to a channel signal of the virtual sound system; a means 105 for calculating an auxiliary signal conversion coefficient for calculating an auxiliary signal; a means 106 for calculating the number of auxiliary signals corresponding to a difference between the number of channels of the 3-dimensional sound system and the number of the basic signals, according to the auxiliary signal conversion coefficient; and a means 107 for encoding the basic signal and the auxiliary signal. The auxiliary signal is a prediction residual signal expressed by a difference of the channel signal of the 3-dimensional sound system and the prediction signal of the channel signal.
