PPROBLEM TO BE SOLVED: To provide an electrolyte membrane for a solid polymer fuel cell working under conditions of a medium temperature region of 100C or higher and low humidification, and to provide a manufacturing method of the same. PSOLUTION: By adopting the electrolyte membrane obtained by a casting method through use of a pyrophosphate electrolyte having pyrophosphoric acid tin as a principal composition with trivalent or pentavalent metal salt doped, nitrogen-containing organic polymer compound as represented by polyimide and a synthetic resin represented by polyvinylidene fluoride, it is found that the electrolyte membrane having both of excellent proton conductivity performance and a gas barrier property functions in a power generating cell in a medium temperature region of 100C or higher exceeding a conventional PEFC working temperature depending on gas humidification.
