PPROBLEM TO BE SOLVED: To properly control additional service conflict. PSOLUTION: A conflict category condition table is stored in which additional service provided by each server of a call control server 10 and application servers 30 and 50 or part of functions needed for the additional service is made to belong to a category according to a start-up condition of the additional service. When receiving a request signal from the other server, the conflict category condition table is referred to and additional service belonging to a conflict category whose name is included in the request signal or part of functions needed for the additional service is not started because of conflict. Then, the additional service belonging to the conflict category whose name is other than the conflict category or part of functions needed for the additional service is started and a request signal including the conflict category name to which the started additional service or part of the functions needed by the additional service belongs is transmitted to the other server.
